With reference to my Confidential

Despatch of the 23rd. of May, I have the honour to transmit

the enclosed copy of the report which Mr. D. Percebois

has furnished on the control of Junks and Boats, with

suggestions for the keeping of statistics of trade, to-

-gether with a precis of the recommendations made. I also

enclose a subsequent Memorandum by Mr. Percebois on the

subject of the control of Steam-launches.

The report first referred to is

almost entirely devoted to a consideration of the means

of giving effect to the proposed arrangements with the

Imperial Maritime Customs, and I do not therefore propose

to comment on his recommendations at present except to say

that they go further than is proposed in the draft con-

-vention which accompanied Sir F. D. Lugard's Confidential
